New Jackrose Correctional Facility is a government black-site for particularly dangerous girls that the government is trying to hide, and it's hiding in plain sight by masquerading as a private women's prison. MIN, MED and MAX are the normal prison, and SMAX is the hidden covert prison on the upper levels that's its dirty little secret. Some guards are in on the secret, some aren't. None of the inmates in the lower levels are; except for the top three floors, NJRCF is a completely normal women's prison - if a little on the harsh side occasionally, as it's a profit-driven private facility.

SMAX is for inmates who need to get disappeared for one reason or another. Could be political reasons, intelligence reasons, POW detainee stuff, or just problem inmates from regular prisons that wardens wanted to get rid of; strings can be pulled. Inmates at the regular prison have rights and rules that can be bent, but not broken; SMAX inmates barely even legally exist; they do not get the same considerations. SMAX goes off of Guantanamo / Abu Ghraib rules.

As an additional stream of revenue, Jackrose has several under-the-table dealings with various criminal organizations and human trafficking rings. Mafias and gangs, if they have the money, can pay Jackrose to house women they need to disappear, or that they want to punish. They are set up to be arrested by regular police, and then paperwork is fudged by friendly cops to have them transferred to Jackrose. SMAX inmates are eventually broken down and trained into sex slaves. VIPs can pay to visit the prison and rent and inmate tomake use of an inmate in one of the multipurpose rooms, or inmates can be sold to the trafficking rings outright to free up cell space.
